By chance, Is there a vertical line connecting those two lines on the arm? If not, that could be why.
To unfold from the avatar you need to crate a shape that can be unfolded: a tube doesn't work since it cannot be flattened. it requires another line/ face to create a flat shape.
if it has ONE line dividing it already it could be the topology being too complex, so add more divisions (intersecting lines)
