Line tack tool not working

I want to make my cloth which is a couch stick to couch frame however it's not working properly. When i draw the line and double click to finish it, i cant hover over to the avatar(in my case the couch frame) the blue dot appears again on the garment, and for some reason i cant draw the line on avatar. Can anyone help me out use the line tack tool. thanks in advance
