To your question, please kindly note that Marvelous Designer Offline Authentication that works by LCN-HW file exchange process is only available to be provided for the existing personal perpetual license holders. (from version 5 to 9)
Having said that, if you have the latest version of Marvelous Designer, then it would not be eligible for this service.
