"can someone explain why Im getting double horizontal Internal Lines?": looks like you're currently offsetting 2 lines (left and right for top and bottom) that are both in-line with each other and their segment points aren't parallel. You're seeing two lines because they are angled which is making the crisscross shape. they are extending to the pattern outline and creating the X shape you're seeing. (this would have happened with them being parallel anyway btw, they would have been layered over each other instead)
"what could provoke that?": selecting Two horizontal (angled) lines that are parallel to each other being selected with the dialog box option checked being EXTEND > pattern outline.
