If I change the scene time warp to 10 (x10 slower), the wind is still at the same speed (x1), so it look way too fast. And it also seems the simulation it self is at x1. Can I slow down the wind/simulation to match the time scale?

I want everyhting to look "slow motion".
One alternative is, can I simulate in real time, and then export an animation out with sub frames? The simulation seems to have time steps, can I export those?

The wind speed is working with the frame rate.
To achieve the slow-motion you described, you can increase the scene time warp after the simulation is baked. Or time remap it in your 3D software package.
