I'm currently on MD 8 and considering upgrading to 9.5, and now I see MD 10 is on its way. Will I have to pay to upgrade to 10 so soon after if I upgrade to 9.5 now? Or is there a grace period of some sort?

The only one who an answer this is MD support.
I only know that previously they came at some point in time with a message that from that moment on any purchase the present MD version would make the buyer eligible to get a free update to the upcoming version.
I would therefore not assume you can update for free, but it does not harm to ask MD support. The worst you can get is a negative answer.
Hello, as our next version will be released soon, I would recommend you to wait and upgrade the current license after the release.
