Help! Part of my coat is simulating very oddly and I haven't been able to find the cause. I have gone through the property editor for the individual pieces and for the fabric settings and nothing has worked. I have included a link to a short video that demonstrates the issue, but I would describe it as part of the coat moves much slower and more dramatically.

It could be the Internal Damping in the cloth property is set too high. Could you please try adding the default fabric to the this piece and simulate again?
To add the default fabric, in the fabric tab, click add button. A new fabric in white color should be added to the fabric list, and please assign that to the pattern piece in trouble.
